Kacy Keys is the Founding Partner and President & CEO of Praxis Development Group, which she launched in 2019 with the express intent of “Building with Purpose.” With over 30 years of experience in large and complex development projects, she has overseen more than $1 billion in real estate assets across residential, retail, office, and mixed-use product types.
Kacy's career is rooted in Los Angeles — her family's history in the city spans over 100 years. She began her career at the Mayor's Office of Economic Development, where she drafted and spearheaded the City of Los Angeles's Adaptive Reuse Ordinance in 1998 — the landmark legislation that catalyzed the conversion of dozens of historic downtown buildings into multifamily housing. She also negotiated development agreements for landmark civic projects including Staples Center (now Crypto.com Arena) and Walt Disney Concert Hall.
She subsequently practiced land use law at Allen, Matkins before joining JH Snyder Company, where she served as Head of Development and General Counsel for over a decade — leading ground-up projects from the NoHo Arts District to Hollywood's entertainment corridor. She then became Senior Vice President at Seritage Growth Properties, overseeing all development for the company in the Western United States. At Praxis, she leads firm strategy, capital formation, community partnerships, and the vision behind every deal.
With her multidisciplinary background as a land use attorney and developer, Kacy approaches opportunity as “what can be” versus “what is” — seeing creative solutions where others see constraints. She specializes in urban infill, legacy land partnerships, and projects that result in simultaneous value creation and neighborhood enhancement.
Education
Charles Wise is a Partner, Chief Operating Officer, and Vice President of Praxis Development Group. A seasoned real estate development executive with over a decade of experience, he has delivered high-impact projects across the Western United States spanning residential, commercial, mixed-use, and adaptive reuse — with over $250 million in development budgets managed and more than 2 million square feet of real estate overseen.
At Praxis, Charles leads day-to-day operations and development execution, applying a unique blend of institutional rigor and entrepreneurial agility. He brings strong command of entitlement strategy, permitting, public-private coordination, and capital structuring — guiding projects from initial vision through completion with a focus on community value and long-term performance.
Prior to Praxis, Charles served as Senior Development Manager at Seritage Growth Properties, a national REIT, where he was Project Lead on flagship mixed-use redevelopments including Mark 302 in Santa Monica and The Collection at UTC. He began his career at JH Snyder Construction — one of Southern California's most successful developers — where he served as Project Manager on landmark projects including The Vermont (464 units, $150M), 959 Seward (250K SF, $133M), and 1601 Vine (110K SF, $69M). He holds a B.S. in Business Finance from Arizona State University's W. P. Carey School of Business and an A.CRE real estate financial modeling accreditation.

Daniel Tellalian is the Founder and CEO of Angel City Advisors, created as a platform for investors, entrepreneurs, policy leaders, and community voices to come together in pursuit of a better world. Daniel comes to Angel City with over two decades of experience in impact investing, social entrepreneurship, business mentoring, financial transactions, and community economic development. He met Kacy Keys while both were attaining law degrees at UC Berkeley, and has collaborated with Ms. Keys on a number of real estate, planning, and economic development strategies in Los Angeles over the last 20 years.
Ed Sanders is the President of ES Advisors Group, a public affairs consultancy with over 20 years of experience implementing public policy, electoral, community-based and business growth initiatives in both the private and public sectors. Formerly a Special Assistant for two California Assembly Speakers — John A. Pérez and Karen R. Bass — Ed has a wealth of experience developing public awareness campaigns. A native of Los Angeles, he began his career in public service as Chief Deputy to a Los Angeles City Councilmember, where he and Kacy first met and worked together.
Rebecca Torrey is the Founding Partner of The Torrey Firm, an employment law firm. She is an across-the-board employment lawyer with significant trial experience representing management in bet-the-company cases, bringing nearly three decades of experience aligning personnel practices with an organization's culture, values, and priorities to minimize legal risk. She began working with Kacy Keys when Kacy was an executive at JH Snyder and has supported her career moves, culminating in the formation of Praxis Development Group.
Daryl J. Carter is the Founder, Chairman and CEO of Avanath Capital Management, LLC, a California-based investment firm that acquires, renovates, and operates apartment properties with an emphasis on affordable and workforce communities. Mr. Carter has 37 years of experience in the commercial real estate industry and is a Past Chairman of the National Multifamily Housing Council. He is happy to serve as an advisor to Kacy and Praxis Development Group.
Dennis S. Roy is a Partner of Abram Roy Law Firm and has focused his practice on real estate development and redevelopment for almost four decades. His clients include major commercial and residential developers in California and numerous Southern California cities and redevelopment agencies, with extensive experience in entitlements, construction, infrastructure funding, financing, joint ventures, ground leasing, and affordable housing. He also serves as Assistant City Attorney for the City of Cerritos. Dennis and Kacy have worked together on real estate transactions and public-private partnerships for over 15 years.
Michael Wise is a Partner at JH Snyder Company, the renowned Los Angeles real estate development firm founded by Jerry Snyder. Michael has structured and capitalized more than $1.5 billion of debt and equity for Snyder projects, including the $115-million construction loan for Water Garden II, and has enhanced the firm's growth with creative acquisition structures designed to minimize land cost and maximize profit. He is an Advisory Board Member and former President of the Boys & Girls Club of Venice.
