Western United States. His work spans the full spectrum of the development lifecycle—from entitlement and finance structuring to construction oversight and tenant delivery—across a diverse portfolio of residential, commercial, mixed-use, and adaptive reuse properties. As Partner, Chief Operating Officer, and Vice President at Praxis Development Group, Charles leads the firm’s operations and development execution, applying a unique blend of institutional rigor and entrepreneurial agility. He brings to each project a strong command of entitlement strategy, permitting processes, public-private coordination, and capital structuring, often navigating complex urban conditions and regulatory frameworks. At Praxis, he oversees vertically integrated development efforts, guiding projects from initial vision through completion with a focus on community value and long-term performance. Prior to joining Praxis, Charles served as Senior Development Manager at Seritage Growth Properties, a national real estate investment trust. There, he was responsible for repositioning a large portfolio of former retail assets into productive, mixed-use and commercial destinations. He led initiatives across multiple states, managing more than $200 million in development budgets and overseeing over 2 million square feet of real estate. His work included leasing coordination with national retailers, entitlements, adaptive reuse of anchor buildings, and the delivery of dozens of tenant spaces. These efforts required coordination with diverse city agencies, planning commissions, and development partners, reinforcing his deep experience in managing large-scale, multi-stakeholder projects. Charles began his career at JH Snyder Company, a prominent Los Angeles-based developer, where he managed construction efforts for ground-up multifamily and commercial office buildings. This early exposure to the technical side of project delivery instilled in him a strong foundation in construction management, schedule and cost control, and design execution—skills that continue to inform his approach today. Over the course of his career, Charles has worked extensively across urban infill and redevelopment contexts, with particular emphasis on Los Angeles and Southern California. His projects have involved everything from high-rise apartment buildings and creative office campuses to complex adaptive reuse developments involving historic preservation, seismic retrofits, and multi-agency approvals. He is especially adept at leading consultant teams, securing entitlements, structuring joint ventures, and interfacing with both public officials and community stakeholders to align development goals with broader civic priorities.
